Cluster Gui interface not available

Dear Managers,
I am running Sun Cluster 3 on Solaris 8.
When I try to run the gui interface through netscape ( Location -->
https://130.44.94.31:3000 <https://130.44.94.31:3000/> ) I get the
following error message
Netscape's network connection was refused by the server
130.44.94.31:3000
The server may not be accepting connections or may be busy
Try connecting again later
This is the same regardless of which cluster node I point netscape at.
This has worked previously when it was set up by Sun on the initial
installation but following a recent attempt to use the gui to look at the
cluster this message now appears.
I am using netscape from a Sunblade which works fine for the runbook that is
installed on their so it's not the netscape install or config.
I am assuming that a process isn't started on the cluster nodes which allows
the connection?
