Semaphore Changes

Hello all,

I need to make some semaphore changes, and as such have made
modifications in /etc/system.

Is it possible to make these changes on the fly? Rebooting is not
convenient for several days.

I imagine there are hooks to change the appropriate kernel options,
but are they available at runtime?
