rsh and rcp not running in Solaris10

Hi gurus

I have Solaris10 system.
I want to run rcp command . But not run (T_T)
What SMF service configure rcp.

# uname -rv
5.10 Generic_118833-02
$ rcp -pr /file RemoteHOST:/file
Remote_HOST: Connection refused

After install Recommended , telnet service and rlogin service had gone
offline.
Maybe rcp?? service had gone offline , too.

I create /.rhost file.

PLEASE HELP ME.
