Recover from tape backup not overwrite files

Hi Gurus,

I am doing to recover all filesystems files from backup tape using software Solstice Backup 5.5 with overwrite options but it does not overwrite or change files like /etc/passwd and others.
I logon as root.

Please help me for disaster recovery. How can I bring system up as soon as possible.
I will appreciate any help you give me. (steps or hints or documents)

I have the following information:
Machine = ultra enterprise 450
OS = solaris 7
Last night backup tape using software Solstice Backup 5.5
Disk 0 =
Disk 1 = RAID-5
