telnet/ssh disabled by /bin/false ... but how to make it work on sudo su - mqm

Hi Guru's

telnet/ssh disabled by /bin/false in /etc/passwd file for the user
.... but how to make it work on sudo su - mqm.. it should get a shell.. I
tried su - mqm "/usr/bin/sh" does not work ?.... any other lights
