SUMMARY: passwd command for user prompts for another user's password to be changed

alas, I don't really know the cause of the problem, and the inconsistent
nature of the beast makes it difficult to diagnose. I've since applied a
recent patch cluster to the system (absurdly long overdue) and I'm hoping
this will help alleviate future issues.
Suggestions included,
-check authentication mechanism (LDAP, etc?)
-check for odd things in /etc/shadow file
-look for duplicate UIDs
-any issues with time involved, ie minimum wait time enforced etc?
-alias defined for "passwd" to do something other than what I expect?
