IPFilter Port Forwarding

Dear managers,

I have a Solaris 9 server with a public ipadress on interface hme0 and
an internal ipaddress on eri0.

(Internet) ----hme0--[IPFilter Server]--eri0----- (192.168.1.0/24)
---- [Internal Server]

I would like to connect to the telnet port of internal server from the
internet and therefore put the following rule

rdr hme0 214.222.154.115/32 port 62521 -> 192.168.1.11 port 23

into /etc/opt/ipf/ipnat.conf (reflushed with /etc/init.d/ipfboot
reload) on the IPFilter machine. I hoped I would be able to telnet from
the outside with

telnet 214.222.154.115 62521
Trying 214.222.154.115...

but don't get through. What am I missing?
