Solaris 10 01/06 ignores /etc/shells

Hello.

My old T105 ignores /etc/shells for ftp logins. I like that. Unfortunately most of our Solaris 10 boxes require /etc/shells for ftp to work. As much as I want the users using sftp they refuse. So, how can I make wu ignore /etc/shells across the board?
