RBAC user with root priv on all filesystems

Hi All,
Can RBAC user acct run as a root privilege on all of the file systems on a machine? I know how to setup a RBAC user acct which allows users to run on specific files with root priv, but I've never setup a RBAC user acct to run as root on every files & directories on all of the filesystems. In other words, I want to have an RBAC user acct to run as root on every file systems. Does anyone have any ideas on how to do it? Any suggestions/inputs are appreciated.
