rquota, login hanging

Hi managers:

When a remote nfs server goes down, users cannot login, and the login
hangs for more than 5 minutes.
I have found the solution:

I disabled rquota on our solaris boxes, still users facing login
problems. One option is to link /usr/sbin/login to /bin/true.
But I do not want this, as I need to check quotas on local file
systems. Is there a way to solve this login hang problems.
