password complexity with NIS

I am searching for a interim password complexity enforcement mechanism that
runs on the ypserver (we are currently running NIS and are in the process of
spec-ing a project to replace it with LDAP) However in the mean time I am
searching for what is essentially a replacement for yppasswdd that will
enforce passwd complexity and prevent dictionary word from being used as
passwords. I have used anlpasswd as a replacement in the far past.
anlpasswd-2.3 appears to have been released in 1995. Is there a newer or
more recent alternative that runs either one the server or client side. I
prefer a server-side solution.
PS I realise that such a solution would require the user to re-run the
passwd -r nis command for each rejection of the new password.
