C2 installation woes

    OS: TRU64 5.1A
    Problem: can't get C2 password checking

    I used sysman secconfig to configure Enhanced Security:

    Enhanced -> Custom -> AutoMigrate Users (left the rest as default) ->
    segment sharing -> set root password -> Finish

    I was instructed to reboot the machine, which i did. At that point, I could
    no longer login as root, or any local user. I recycled power & init s. The
    passwd file was altered & showed '*' in the password field. So I ran passwd
    to verify root's passwd. Once changed, it said no hash db, only updating
    /etc/passwd. Looking at /etc/passwd again, root's passwd field now has the
    encrypted passwd, and all other accounts are still '*'.

    No matter what I do, I can't figure out what step I'm missing to finish this
    C2 passwd migration. I can't login as users, but I can su - $USER. if I
    try to change the passwd as the user, the old password doesn't get verified
    & I'm still SOL.

    Any suggestions as to what I'm missing? I'm following the Security document
    on HP's website for 5.1A.
