Can't log in on command line

            We have an Alpha 2100 running 4.0f. When a user tries to click the
    options button at the console and select "command line login", that option
    is greyed out and can't be selected. This problem started around the first
    of the month, at least within a week of the first. As far as we can
    determine, nothing has been changed on the system. I was told that it
    worked once after a reboot, but now after one login, it's greyed out again.

            Any ideas?
