Oracle 9i and Tru cluster on 5.1A

Hi all ,
I just finished setting up my Oracle 9i on a
Tru-cluster (5.1a pk 4) . I have seen an oscillating
behaviour . The oracle instance moves between both the
cluster nodes .
This is a very undesirable behaviour .
Note that the system is not running RAC ...
I have used these options in my profile
