Thank you for the replies so far.
The ntp.conf file is correct on each node.
Following a recent reboot, the times were in sync.
However, just 30 mins later I get:
# ntpq -p
remote refid st t when poll reach delay offset jitter
==============================================================================
*LOCAL(0) LOCAL(0) 12 l 7 64 377 0.000 0.000 0.000
NTPServer 0.0.0.0 16 u - 1024 0 0.000 0.000 4000.00

cap008-ics0 cap009-ics0 14 u 251 512 273 -0.400 -31.674 0.000
Issuing a ntp -s <node> does not deminish this offset.
I have not been able to find anything about this in "Best Practices"
