Convuser Error

Hey guys,
I am trying to convert my Tru64 v5.1 from base to enhanced security but
when I run convuser I get the following error:
# convuser -a -i -u -v
PUTPRPWNAM: root: I/O error
#
I've checked and none of my disks are bad, full or otherwise damaged.
This system was once in enhanced mode about a month ago, but I had to
take it out of enhanced mode for a project we were working on. I've
searched the archive, with no luck... So how do I get it back into
enhanced mode?
