    Thanks to Warren Sturm and Jenny Butler, who both pointed out this library
    should have been installed with RPM. It was, but seems to be a different version.
    Jenny also suggested installing the Tachometer which dealt with dependencies.
    I wanted to avoid this as this seems to have its own dependencies (Perl).

    Jenny inadvertenly pointed me in the right direction by stating the RPM
    was popt-1.6.2-4 rather than the libpopt that I was looking for. This was on the CD with rsync.
