too many users error

Hello List,
Have no fear try anything you want, Murphy is living at my facility, and
isn't leaving today.
On the problem from last Friday, the HP maintenance guys say it might be a
SCSI Adaptec Controller, the backplane, and drives as well. Whew, need
it fixed bad.
OK, the next problem is : "too many users logged on already" thing. I
checked the archives and I have an output stating that :
# lmf list
Product Status Users: Total Active
OSF-USR active 4 0
#
So how do I activate the 4 licenses (kind of looks like they are) ? If
they already are, is it a ssh problem with MAX connections?
