Thanx to John Lanier and Dan Price who nailed it on the head.
The following was required to resolve my problem.

    1.
    As root: #vi /etc/auth/system/default

    Change "u_newcrypt#2" to "u_newcrypt#0"

NOTE: This changes the system-wide default password length.

    regards

Subject: Maximum password length for users

    Managers,

    Tru64 5.1b

    I have enhanced security enabled.
My problem is a user that likes long passwords about 12 chars long, cannot
    set his password.
The message he gets back is
"Password must be from 4 to 8 characters long"

    Using the command

    "usermod -x passwd_max_length=20 passwd_min_change_time=0 my_user"

    does not work.

    Any ideas?

    Regards

Unix like TeePee no windows, no gates, Apache inside.
