/usr/sbin/online permission denied

Hi managers
I've just added a new processor, and done lmf reset with an updated
license, but for some reason, the processor won't come online. I've tried
a reboot, but it has no effect.
# /usr/sbin/psrinfo
0 on-line since 02/27/2004 14:49:42
1 off-line since 02/27/2004 14:49:42
# /usr/sbin/lmf list

Why is processor 1 refusing to respond to online? I thought root could "do
anything".
