kloadsrv issue

FYI:
Have a DS25 alpha w/Tru64 v5.1B w/Latest patches.
Issue:
having an issue with the kloadsrv daemon... when I do
a:
#ps -ef | grep kloadsrv( nothing is running)
when I try to start the kloadsrv daemon with the
following command:
#kloadsrv
The log says its already running.
Tried restart the server and same thing.
I need the kloadsrv to use the netstat command.
Does anybody know how to make sure the kloadsrv daemon
is running/starting without any issues.
