Telnet and ftp errors

I have a TRU64 5.1B patch kit 6 system on which telnet and ftp fail
with the following error :-
A system error occured; error code found in errno
Both commands work OK when invoked by root. So it looks like the
protections on some file or other are wrong. I have another system patched
to the same level but that one works OK for both users and root.
Any idea what's wrong?
