syslogd on V4.0f not running

Admins,
Stand alone ES40 running V4.0f PK7.
The syslog deamon is not running. It is called, as
expected from /sbin/rc3.d/S09syslog as expected. The
symlink is OK as is /sbin/init.d/syslog. The
executable exists and has the correct permissions.
The /var/run/syslog.PID file is created OK.
So, /usr/sbin/syslogd is executing and createing the
PID file, but it dies immediately with no error
messages I can find, and of course, nothing logged in
messages, syslog.dated etc.
Any ideas? TIA
