New tape & changer after power cycling a SAN

We have an issue with the SAN discovering process. The config. is as follow:
- 2 * GS1280 + cluster
- Tru64 v5.1B pk3
- SAN: brocade FCSWs + EVA + NSR2404 + MSL5000 (2 drives)
Sometimes (not always !!) when we need to switch off / on all the elements
in the site, we suffer this problem: the Unix boxes discover the tapes and
changer as new devices, giving them the next consecutive number. So we have
now mc4 and tape8 & tape9.
Of course it is a serious problem for scripts that needs to be fixed each
time.
Actually is safer to change the name of the devices (dfsmgr -m) than touch
the scripts.
It could be solved doing a Persistent Binding but don't know how to set up
that.
We have play with some variables in the NSR without any success so far.
HP support don't help either.
Any hint will be welcome
