tachometer to get freeware stuff

Hello,
I have to install some open source libraries which are on the Freeware
CD. Unfortunately I don't have the latest freeware CD, and could not
locate a place to download individual packages form the HP web site so
far. Instead there is information about a perl script named
"tachometer". I installed perl 5.8 and can run tachometer, but when I
use "update" to download the package list nothing happens. Truss shows
that the script seems looping somewhere. Maybe someone has solved this
problem already, and could share the experience. Thanks!
