Problem with name service?

OSF1 GOAW26 V5.1 1885 alpha
There are 2 ALPHA servers with above OS.
ALPHA1: ping works though there is no entry in /etc/hosts for the target host.
# ping ztbn1070

ALPHA2: ping does not get an answer.

I guess for ALPHA2 there is a problem with the name service. On both machines /etc/resolv.conf are identical.
What is wrong with ALPHA2 ?
