boot-time ldapcd startup

I was wondering if anyone else had encountered problems with boot-time
startup of various applications when the Tru64 system is running ldapcd
for account information.
Some of our Tru64 systems run apache or samba, using the typical
scripts in /sbin/init.d and /sbin/rc3.d. However, as their
configurations refer to user accounts, startup fails, as ldapcd is not
yet started and the accounts appear not to exist - (ldapcd is started
out of inittab, after all the rc3.d scripts have been run).
I suppose we could write our own rc3.d script ourselves to start ldapcd
just after the network is started. But it does seem silly to have to
subvert the system this way, so I wondered if anyone had come up with a
different solution.
