In addition to the first summary:
I found the DEC C++ shared libraries actually on AP CD #2 in
/Tru64_UNIX_Retired/kit as
OSRETIREDCXLSHRD540
Strange, however: after installing them and verifying that they are
present (setld -i |grep C++ ) still the SWXCRMGR refuses to install:
setld -l /urs/local/src/swxcrmgr ends with:

The StorageWorks RAID Array 200 Management Utility requires the existence
of the following uninstalled subset(s):
DEC C++ Shared Libraries
Please install these before trying SWXCRMGR111 installation.
