"who -r" returns no output

Hi Managers,
I encountered this problem on one of my v4.0f systems yesterday when some of my init.d scripts failed to execute due to a dependency on the "who -r" output. When executing "who -r" from the command line it returns no output.
Just wondering if anybody else has encountered this bizzarre behaviour before. Thanks!
