Here's what I was told when I asked (so you should be fine):
The way VMS is licensed on Alpha will continue as is, that is with three
tiered groups (workgroup, departmental, enterprise). This is true for
all older AND new Alphaserver systems such as the Marvel systems (ES47,
ES80 GS1280). The Alphaserver 1200 is a workgroup class system
(Classification E) and so are the DS25 and the ES47.
What this note is referring to is the thinking right now of how OpenVMS
will be licensed on Itanium when it's available next year. The thinking
is to have VMS licensing done the same way as HPUX is licensed on PARISC
and Itanium today. That way all software licensing will be done the same
way on Itanium which is also based on a three tiered approach but does
not depend on the type of system it's running on. So OpenVMS would be
licensed by CPU in a tiered environment (BASIC, HIGH AVAIALBILITY,
Mission Critical) regardless of the cpu's or systems.
The note here is wrong in that VMS won't be licensed on how the system
is used but what level of software you purchase for the environment. Now
you will still be able to buy individual products ala carte if you
choose but they will not be priced by cpu/system type as they are today
but which class they fall in.
So Alpha customers no need to worry as nothing will be changing. On
Itanium things will change but we're working to ensure that the move to
itanium will provide an easy path for software migration.

Can anyone shed any light on some sort of new software maintenance scheme

has, or is planning to have?
In the past, ES40s, ES45s, DS10s, MVAXes, were among systems classified as
"workgroup" class.
AS2100s, VAX 4705, GS80 were classified as departmental
VAX 7000s, AS8400, GS140, GS160 were Enterprise class systems.
Software maintenance was priced according to class system.
Now, from what I understand, they want to classify the way you use the
system. The way I understand it, if you use a DS10 as part of a mission
critical application ,they are going to charge you "Mission critical"
maintenance prices.
I was planning to upgrade an AS2100 to an ES40 because the maintenance for
the ES40 would be reduced enough for me to justify the trade up, including
the purchase cost of the ES40. Now, it does not.
