That is handled in the file sys$specific:[tcpip$bind]tcpip$bind.conf
Depending on whether your server is a master or a slave it contains
statements like this:
zone "A.DOM" in {
type master;
file "A_DOM.DB";
check-names fail;
allow-update { none; };
allow-transfer { any; };
};
