Not when booted minimum. There was one memorable incident with a Pthreads
ECO however, which contained no warnings of the fact, but it aborted
currently running processes, and most of SYSHUTDWN failed in quite
a spectacular fashion.

Fortunately that was a test system. For the other systems, I decided
that the safest way to install the offending ECO was after a minimum boot,
which incurred the overhead of a shadow copy of the system disk afterwards.
