But it is unclear to me what they mean by "per unit" here. Per device
which preformats and preloads data, or per flash card?

digital video cameras; portable digital still/video cameras;

unit with a cap on total royalties of $250,000 per licensee.
Pricing for other device types can be negotiated with Microsoft."
Per consumer device for the items mentioned. I rather wonder what is
lurking in the "other device types" category. To tie it back into
another thread, car systems? Even toasters maybe?
