As the FAQ explains, "both Motif and Open Motif share the same
functionality and source code. The primary difference between Open
Motif and the commercial product is the software license." What
incentive would there be to make the code bases different? That would
just make maintenance a headache, and any differences or
incompatibilities would defeat their stated goal to "allow the many
Motif applications to more easily be made available ... thus
increasing the variety of applications available, delivering greater
choice for buyers and a larger market for vendors" or in other words,
to make Motif an industry standard across ALL platforms.

To that end, it appears the direction is to remove the royalty/license
fee restrictions entirely. That would remove the only real difference
between Motif and OpenMotif. From

Yes, we hope to be able to make a distribution under a license
