Well, since SYS$STARTUP is DEFINEd in STARTUP.COM, any changes to it
would be likely to occur in SYLOGICALS.COM, unless an additional sin is
committed and STARTUP.COM is modified.

In the example, SYLOGICALS *IS* executed during a minimal boot. If DISK2
is not MOUNTed or DEFINEd until SYSTARTUP_VMS, the change would be
relatively harmless to an upgrade. Otherwise, there is some potential
for trouble.
