An ugly way to do what you want, but sure. What the heck.

The DECW$GREET.TXT mechanism in V1.3-X is a direct response to the cited
requirement.

The XRESOURCES method is a standard CDE mechanism and allows you to do it
without the seperate popup dialog (again noting that in old versions the
widget attachements were pretty poorly done and limited the number of
lines) - and still allows you to put a standard or custom logo in the login
box.
