That same as it's always been: a specification negotiated through an
internationally recognized body that is then published so that anyone
can manfacture to that specification.
Unfortunately, too many people see as "industry standard" that which is,
in fact, de-facto standard (widely used, but not a negotiated
specification; quite often, its actually a M$ dictate, not a "standard"
at all).
