I tried this on VMS, to compare the behaviour with that of Windows, as my
co-worker was trying to setup an FTP site where people could upload files,
while not being allowed to see other files already in that folder.

I found out VMS does the same as Windows in that regard (must have Read
permission to write to the folder)

The problem was resolved by setting protections to disallow read, on the FTP
site virtual directory in IIS.
So the IIS protection applies, on top of the folder's.
