Let me tell you, a PDP-8/e (max 32Kw) running twelve users under ETOS
(each with an OS/8 session requiring at least 8Kw apiece) made plenty of use
of "virtual memory" by your definition. That RK05 could get thrashing
something fierce. Twelve users was the limit, though; the one time I
managed to get a 13th user logged in the system gave up and never left
    the idle loop.

And I presume you're not willing to accept the swapping done by Unix on
a PDP-11 as "virtual memory"? (in 6th edition Unix, a fork consisted
essentially of swapping the process out to disk and then "forgetting"
    to delete the in-core copy)
