Problems with Oracle 9i / PHP/ Apache

Well, I shot myself in the foot somehow. I had spent hours getting PHP
and CSWS to work with Oracle 9i and I must've missed a logical name
that I had defined because after a reboot I can't connect using PHP.
PHP works fine but it just wont talk to Oracle. I remember seeing some
info in COV about pointing to the Oracle client. However, 9i doesn't
have any *client.exe.
I have the ORAUSER in the login.com for the username for Apache. Can
anyone tell me what I might be missing?
Here's the config:
VMS 7.3-1
CSWS (latest...2.0?)
PHP (also latest)
