Yes, of course, and 8.2 exists. Let me phrase the question another way:
what is the highest ALPHA release (and what is the highest VAX release)
for which there are concrete plans, i.e. for which it is reasonably sure
that it will appear sometime in the future?

With VAX, 8.2 was mentioned in announcements for a while, then sort of
disappeared, even though (as far as I know) there has been no
announcement that 7.3 will be the last VAX release. Of course, there is
a middle ground: it could be that 8.2 for VAX is no longer concretely
planned, but nevertheless not definitively decided that 7.3 will be the
last released.
