Batch utility to crop images

I'd like to have my vax pickup radar images from the canadian weather
web site and crop the relevant portion and scale it down to fit on my
mobile handset display. (so that on long bike rides, I can use my
handset to have an idea of any serious weather coming).
What is the best tool on VMS to do that ? (obviouslty, this has to be a
background process which would generate a new small file every 20 or so
minutyes when a new image becomes available from thw eather web site).
(this is on VAX).
