He never said that he needed office.

Some sites write their own applications (but not usually office).

Some sites buy packaged solutions.

Some sites are a combination of the two options.

Of the two options, VMS is more important to those developing their own
applications. VMS has a very robust development environment.

For packaged applications, yes, VMS can provide a nice environment
(secure, scalable, and such), but the applications will work in other
environments.
