creating a ftp account

I've created one account by the authorize utility. I would change the
profile of this user to log in, for ex. I dont want to delete some
directories, files and change my current directory with "cd" command.
How could I do this? is this possible?
on the /lgicmd parameter, i set up some protection access with the file
login_sam.com but these command aren't recognized by the system:
