Nope, the mount during boot does a rebuild.

Yes, I suspect the mix is not formally supported. A monitor cluster
doesn't work properly for example. I seem to recall there was a patch
for VAX VMS 6.2 that fixed the mon/clus problem and probably other
things too, but no patches have been installed.
