Which certainly looks as if something didn't get updated.
Yup. The opsys. You need to upgrade VMS (and perhaps DECC) for ECO5. (TCPIP V5.5 requires V8.2[-1] and) TCPIP V5.4 requires V7.3-1 or V7.3-2
I went back and reread the release notes

and it certainly isn't made clear that it won't work under 7.3, in fact there
are number of discussions of behaviout under 7.3
Seem to me that it would be a trivial matter for the patch to produce message
the it is not supported on the system ib which you are intending to install
To UNDO PATCH of the ECO5 you need at least V7.3-402 of PCSI (do a PRODUCT SHOW UTILITY) and it must have been installed with the qualifier /SAVE_RECOVERY_DATA (and this data must still be there ;-).
If this is not possible, then PRODUCT INSTALL TCPIP and then PRODUCT INSTALL TCPIP_ECO (the ECO4 of course) again. Note however that TCPIP V5.4 (w/ or w/o ECOs) is not supported on OpenVMS Alpha V7.3 and does not exist for OpenVMS VAX
