BACKUP forgot/lost files

Something I never expected on VMS.
I *think* I did a BACKUP/IGNORE=INTERLOCK/NOIMAGE of one disk to a bound
volume set. (sicne the source was a modern SCSI disk and this was being
sent to old DSSI drives I had to create a bound volume set to contain
the files).
Low and behold, I am finding out that some files have not been copied.
And I am tasking about some text files that would not have been used at
the time the backup was made.
In the ALLIN1 software directory alone, out of some 3122 files scanned
on the original drive, some 35 are missing on the new drive.
(I exclude obvious log files which are transient from the above).
Since the backup was done a few weeks ago, the data on the old drive is
stale, so this is going to be quite an effort to ensure the new drive is
reloaded with the missing files minus files whose non-existance is
explained (log files, email messages etc).
Is this a bug in the /BOUND software on VMS which drops files randomly ?
A bug in backup ?
Do I have any assurance that I won't continue to be losing files ?
ANA/DISK/REPAIR on the bound volume set finds no problems.
I guess this is one instance where /VERIFY is really necessary. I had
trusted VMS, its file system and BACKUP in the past. But now....
