I think you missed the step where you install VMS. SIMH emulates VAX
hardware, no OS. You need to get a Hobbyist License for VMS. Then
you need to get a copy of VMS to install (either buy or borrow). Then
install VMS. And then you can install and run the PL1 compiler. I am
sure someone else more knowledgable than I will pop in here and point
you at a URL with all the gory details for getting a Hobbyist License.
