When Fortran 90 was adopted, it was so different from Fortran 77
that ANSI did something unusual: it kept the Fortran 77 standard
as is, as an existing standard, and adopted Fortran 90 as a new
standard.
They did run in parallel for some time, true: I believe even that is ancient
history though. J3 certainly voted to withdraw 77 before approving 95.
If someone higher up in the standards food chain kept it active despite
the vote of the technical committee, I'd be very surprised.
