or _maybe_ PIDs) if one didn't name the accounting file after the node...

Can one have them off the system disk? One can do this with
OPERATOR.LOG. One can also give OPERATOR.LOG another name (such as one
with a node name). Why not have ACCOUNTNG.DAT behave like OPERATOR.LOG
with respect to naming (including directory name, i.e it can be
somewhere other than SYS$MANAGER and indeed even off the system disk).
My personal reason for this is that I would like to see VMS move as
close as possible to a "static" system disk. The idea is that one can
then "clone" a system disk more easily, i.e. it should include just
basic software etc and not stuff which is node-dependent. Not only
would this make cloning easier, but it would also be a boon to folks who
for whatever reason put a fresh system disk on a node but want to
continue with the old ACCOUNTNG.DAT.
